Accountability

Goal 1: Texas Cooperative Extension will develop and utilize a comprehensive system for individual, fiscal, and programmatic accountability to maximize the agency’s effectiveness and efficiency with our stakeholders.

 

Statement of Support: Developing a systematic initiative for accountability is essential in revealing programmatic impacts for funding groups.

 

Objective 1: Extension will develop and maintain an electronic Accountability System.

Strategy

Timeline/Measure(s)

Extension Education and Extension Information Technology will work in partnership on the implementation and maintenance of the accountability system.

2007–2012: System maintained annually with report to Extension administration by February.

Extension Education will provide content and data reviews for accountability measure components and the relationships among these various components.

2007–2012: Annual content and data review completed by June.

Extension Education will provide ongoing analysis and compilation of accountability data and performance measures including tools for management use in evaluating resources and performance of employees.

2007–2012: Annual analysis and compilation of results used for quarterly state LBB reports, annual federal reports, and ad hoc reports as needed.

 

Objective 2: Extension will comply with state, federal, and ad hoc reporting of agency accountability performance measures.

Timeline/Measure(s)

Extension will collect performance measures and develop reports to comply with state regulations, including quarterly (fiscal year) reports and year end (by September 30 of each year) for fiscal year measures.

2007–2012: Annual year end measure reporting provided by September 30 following each fiscal year.

Prepare and submit federal Plan of Work (POW) to comply with federal regulations.

2007–2012: Completed as required by Cooperative State Research, Education and Extension Service (CSREES) and federal regulations.

Prepare and submit Report of Accomplishments to comply with federal regulations.

2007–2012: Completed and submitted by April 1 of each year or as otherwise noted by federal regulations.

 

Objective 3: Extension management will use accountability data for employee and programmatic management functions.

Timeline/Measure(s)

Extension management will assure ongoing and timely completion of required reports by employees.

2007–2012: Extension management reviews quarterly and annual performance as reported to the director.

Extension management will conduct periodic reviews of data for quality assurance and monitoring the impact of Extension programming.

2007–2012: Quarterly reviews conducted by management.

 

Objective 4: Extension will develop and deliver training and support related to accountability systems.

Extension Education will work in partnership with all levels of the agency to ensure Extension faculty have the training, tools, and resources to provide accountability information, including programmatic, fiscal, and individual accountability measures. 

2007–2012: Ongoing; annual report for previous year to Extension administration by March; Adhoc reports provided as needed or requested.

Accountability

Goal 2: Texas Cooperative Extension will develop and utilize a comprehensive system for program interpretation to maximize accountability efforts aimed at maximizing the agency’s effectiveness and efficiency with our stakeholders.

 

Statement of Support: Interpreting programmatic impacts is a requirement for federal, state, and local funding groups for continued funding.

 

Objective: Extension will develop and deliver training and support related to program interpretation.

Strategy

Timeline/Measure(s)

Budget Center administrators will annually develop and implement a program interpretation plan to key stakeholders for their respective program areas supported by Extension management and their employees.

2007–2012: Annual plan completed and submitted by January for the current program year.

Extension Education will work in partnership with all levels of the agency to ensure Extension faculty have the training, tools, and resources to conduct program interpretation. 

2007–2012: Ongoing; annual report for previous year to Extension administration by March; Adhoc reports provided as needed or requested.
